    Job Purpose

    As Evidence and Learning Adviser you will lead on the monitoring and evaluation of Save the Children UK's flagship Health programmes and drive relevant research priorities and organisational learning specific to Health. You will also develop related knowledge management initiatives and support the implementation of systems in collaboration with Save the Children International partners, ensuring the quality measurement and reporting of progress towards the achievement of organisational objectives.

    This role will give you the opportunity to collaborate with highly experienced experts and communities of practice in child health, maternal and newborn health, social & behaviour change, health research and health policy. You will also play a critical role in the movement-wide Pneumonia Support Hub, and drive research and learning priorities in pneumonia control for Save the Children and our partners of the Every Breath Counts (EBC) coalition.

    Key Accountabilities:

  • Provide direct technical assistance to flagship programmes during project design and throughout the project cycle, helping them to design and implement monitoring and evaluation systems in line with project requirements, global M&E frameworks and Save the Children's Health learning agenda.
  • Ensure new health proposals are based on the best available evidence of what works in improving health outcomes for mothers and children, making use of Save the Children's Common Approaches where appropriate.
  • Lead on the development and delivery of high-impact research partnerships with academic institutions in strategic areas of RMNCH, including pneumonia and immunisation. These will include our partnership with UCL, Melbourne University and UCH Ibadan on pneumonia research.
  • As part of the Pneumonia Support Hub, lead on the coordination of evidence, research and data support to priority country offices by establishing and driving a pneumonia research and evidence workstream, including providing direct support where relevant. Represent Save the Children in external committees around pneumonia data, research and evidence, as well as contribute to technical summaries on priority focus areas for resource mobilization, advocacy, and programme purposes.
  • Ensure evidence generated in health programmes is effectively used to support our global and in-country advocacy work for Universal Health Coverage, health equity and primary healthcare.
  • Provide demand-led capacity building on Monitoring, Evaluation and Learning to technical M&E counterparts in country offices and to the SCUK Health team.
  • Support the design and delivery of high-quality evaluations for health programmes and projects, ensuring they meet the industry standards set out by the OECD-DAC, and that they are used to improve programme quality and Save the Children's accountability with partners and communities.
  • Provide oversight and targeted support to strategically important evaluations: work with country programmes to develop TORs, help identify internal and/or external Technical Assistance, provide technical oversight for evaluation planning, etc.
  • Lead on internal and external dissemination of high-impact evidence generated from Save the Children UK's health programmes through meetings, conferences and publications.
  • Person Profile

  • Experience implementing and supporting a wide range of monitoring and evaluation methods to promote evidence-based learning in a health programmes in developing countries.
  • Experience implementing and applying monitoring frameworks at the field or project level in a development context.
  • Strong analytical skills in both quantitative and qualitative methods, and an excellent critical thinker.
  • Experience in strengthening organisational learning and disseminating high-impact evidence to a wide range of audiences.
  • High level of computer literacy with strong abilities in the use of Microsoft office.
  • Experience using quantitative and qualitative analysis software (e.g. NVivo, Atlas T.i, SPSS, Stata, R) an asset.
  • Good communication skills and ability to write clear, concise reports of publishable quality.
  • Personal Skills:

  • Ability to promote change through collaboration, influencing, and the use of evidence.
  • Strong networking skills, with a proven ability to work and communicate effectively with diverse groups of individuals.
  • A flexible and initiative-taking attitude with the ability to manage and prioritise workload
  • Ability to operate in a self-directed way, within a NGO organisational environment.
  • Good understanding of accountability principles in terms of donors and organisational management but critically also accountability to children and their communities.
  • Commitment to team working and to SCUK's mission values and approach.
  • Excellent interpersonal skills especially in working collaboratively with country offices.
  • Willingness and ability to travel abroad for up to 25% of the year, at times to remote or insecure locations.
  • Fluency in French an asset, although not required.
  • Education/Professional Skills:

  • A higher degree in International Development, Operational Research, Public Health/Epidemiology or equivalent.
  • Field experience will also be considered an asset.
